This ordinance is a local policy initiative by Los Angeles County that establishes an Extended Producer Responsibility (EPR) framework. Managing hazardous waste is increasingly costly and complex. By shifting the responsibility to producers, we encourage more sustainable product design, reduce illegal dumping, and protect our local environment while saving taxpayer dollars.
We are currently in the public engagement phase. Following the May 6 kickoff and public comment period, the ordinance is anticipated to be presented to the Board in Fall 2026, with program implementation expected in Fall 2027.

For Producers & Industry Groups
Generally, a producer is the manufacturer, brand owner, or first importer of a covered product (such as batteries, electronics, or specific household chemicals) sold within the unincorporated areas of Los Angeles County.
A PRO is a non-profit organization formed by producers to administer the collection and recycling programs required by the ordinance. Producers will collaborate through a PRO to submit and implement Stewardship Plans.
