The Franchise Solid Waste Collection System was developed to provide County unincorporated area residents and businesses with enhanced solid waste and recyclables collection services. As a result, this franchise system has helped to establish quality trash collection and recycling service, increase accountability, improve customer service, and promote cleaner neighborhoods.
The Garbage Disposal Districts (GDDs) are unincorporated County areas in which trash collection and recycling services are provided to residents and businesses by contract waste haulers. The GDDs have helped to establish quality trash collection and recycling service, increase accountability, improve customer service, and promote cleaner neighborhoods.
Pursuant to Title 20, Section 72 of the County of Los Angeles Code of Ordinances: “No person shall place any solid waste, or any container containing solid waste, at any place of collection before 5:00 p.m. of the day preceding the scheduled collection of said solid waste, or leave any such container at the place of collection after 8:00 p.m. on the day of actual collection, or more than two hours after actual collection, whichever is later.”

In an effort to reduce the amount of trash from our roads and to prevent it from getting into our storm drain which leads to the ocean, the County has installed trash bins at most bus stop locations within the County unincorporated areas.
