The Antelope Valley Illegal Dumping Task Force was formed pursuant to the Board of Supervisors’ instruction of April 9, 1996 due to illegal dumping in the Antelope Valley area.
The Task Force meets to discuss and coordinate illegal dumping prevention programs in the County unincorporated Antelope Valley area. Residents are encouraged to participate in various FREE of charge events such as, Mattress Collection, Tire Collection, Disposal Day at Lancaster Landfill, Household Hazardous Waste (HHW) and Electronic Waste mobile events and permanent drop off center. Coordinated volunteer community cleanup events may request the donation of a roll-off bin from WM.

The Task Force also provides County unincorporated Antelope Valley area residents funded programs to educate residents on the effects and decrease of illegal dumping. Funding is contingent upon annual budget.
Funded programs include:
- Roll-off bins (to assist residents impacted by nuisances of illegal dumping)
- Grants (provided to schools, non-profit organizations and other community-based organizations)
- Proper tire recycling (facility fee reimbursement for tires collected at various volunteer community cleanup events)
- Community cleanup efforts or community education outreach
- Task Force representatives (sent to conferences, workshops, community events)
Requests for Task Force funding requires the matter be placed on the meeting agenda, include a proposal with each presentation and provide how funding will benefit communities consistent with the mission of the Task Force.

- If you see an abandoned shopping cart, you may report it to the RMS at (818) 817-6366 Monday – Friday between 7 a.m. and 7 p.m. or after hours by calling (888) 992-4778, or online. Additionally, for shopping carts in use by people experiencing homelessness, please contact the Los Angeles Homeless Services Authority at (213) 683-3333 or request for outreach services.

- Public Works anticipates the events will resume in April of 2025.
Meetings
Task Force regular meetings begin at 2 p.m., on the first Wednesday of the even months. To add an agenda item, please send your request to the AVIDTF secretary by emailing dumping@dpw.lacounty.gov five (5) business days prior to a scheduled regular meeting.

Trash Responsibility Ordinance — Antelope Valley Only
Illegal dumping is a significant problem in many communities throughout Los Angeles County, especially in the Antelope Valley area. Illegal dumping poses a danger to public health and safety, decreases property values, and lowers the quality of life for County residents. Materials that are illegally dumped may contaminate groundwater, pollute local waterways, create a nesting area for rodents and other vermin, and harm residents as they walk/ride through open areas due to sharp or toxic illegally dumped materials.
The Trash Responsibility Ordinance gives the County an additional mechanism to curb illegal dumping by requiring all unincorporated Antelope Valley residents to properly dispose of their trash on a weekly basis, either through a contract with a permitted waste hauler or self-hauling their waste to landfill. Self-hauling of trash will only be allowed if the resident obtains a free yearly permit from the Department of Public Health, and shows proof that their trash was taken weekly to a landfill. Most residents and businesses will not be affected by this ordinance since they already properly dispose of their trash.

Drop-off Recycling Programs
Residents of the unincorporated areas of Los Angeles County are encouraged to take advantage of the free drop-off and recycling programs located at:
Lancaster Landfill and Recycling Center
600 East Avenue F, Lancaster
Monday to Friday from 8 a.m. to 3:30 p.m.
Saturday from 8 a.m. to 4 p.m.

Please bring proof of residency, such as a valid Driver license or a billing statement with current address.
- One (1) bulky item per year (sofa, washer, water heater, etc.)
- Tires – up to four (4) waste tires per year (no commercial tires accepted)
- Free Residential Disposal Day: Saturday, October 5, 2024
- (unincorporated LA county residents only)
- Mattress Recycling Program: Residents can bring up to five (5) mattresses for free
- TV’s and computer monitors are accepted for free
Residents can drop off mixed recyclables for free during business hours at the white recycling box located inside the entrance gate of the Lancaster Landfill and Recycling Center.
- All items must be clean and dry and empty, no food or liquids.
- Not Acceptable: Bagged recyclables, loose plastic bags, plastic wrap, food waste, trash, clothing, carpet, furniture, batteries, electronic waste, and household hazardous waste.
